A series of pre-dawn raids by 800 counter-terrorism police across Sydney and Brisbane may have thwarted a plot by a terror cell to kidnap and behead a random member of the public.

 

One man has been charged with serious terrorism-related offences and another 14 detained following the pre-emptive strike, which comes after Australia's outgoing spy chief, ASIO director David Irvine, last Friday raised the terror alert level to "high" amid fears of an attack on home soil.

 

It's understood court documents filed by police will allege an attack was imminent and involved plans to snatch a member of the public in Sydney, before draping them in an Islamic State flag and beheading them on camera, the ABC and other local media have reported.

The 22-year-old Sydney man arrested in the nation's largest counter-terrorism operation allegedly conspired with Australia's most senior Islamist militant to launch a deadly attack on a random passerby, court documents show.

 

According to the documents, police intercepted a phone call between the arrested Omarjan Azari and Mohammad Ali Baryalei - who is alleged to have recruited half of the 60 Australians fighting in the Middle East - two days ago.

 

The account said Baryalei ordered him to carry out an attack which Sydney Central Local Court heard was "clearly designed to shock, horror and terrify the community".

The emerging reality of terrorism in Australia struck home just before dawn today when more than 800 police launched synchronised raids on houses and vehicles across Sydney's west and north-west, and Brisbane's south.

 

The raids foiled a plot involving a man believed to be Australia's most senior Islamic State member who called contacts in Australia and asked them to carry out a campaign of random public beheadings in Sydney and Brisbane, the ABC understands.

 

Mohammad Ali Baryalei, a former Kings Cross bouncer and part-time actor, is understood to have made the instruction to kidnap people in Brisbane and Sydney and have them executed on camera. That video was then to be sent back to IS's media unit, where it would be publicly released.
